Carlos Martins is a Senior Portfolio Manager of the Investment & Treasury division at the European Stability Mechanism (ESM). Since joining the ESM/EFSF in 2012 he has been responsible for investing part of the €80.15bn Paid-in Capital in line with the ESM Investment Guideline. Carlos has played an important role developing the ESM’s ESG strategy and asset allocation framework since its inception.  

Carlos has been working in fixed income markets for 15 years. He spent over 6 years as a proprietary trader in private sector, he worked as a Reserve Management expert at the IMF, and he was recently appointed observer to the European Commission Platform on Sustainable Finance on behalf of the ESM. Carlos graduated in Economics at University of Aveiro (Portugal), obtained a MSc in Finance from the Lancaster University Management School (UK) and is currently a PhD student in Economic and Social History at ISEG (Portugal).”
